Ministry of Lands Urges Compliance with New Land Administration System
Lusaka, Zambia – August 13th, 2024 – The Ministry of Lands and Natural Resources is urging the public, both in Zambia and abroad, to comply with the legal requirements for land administration. Following the introduction of the Zambia Integrated Land Administration System (ZILAS) on May 17th, 2023, the Ministry has made significant progress in improving land management services across Zambia.
What is ZILAS?
ZILAS, which replaced the outdated Zambia Integrated Land Management Information System (ZILMIS), is designed to streamline land-related services. ZILAS allows Zambians and foreign nationals with property in Zambia to apply for land services and make payments online, reducing the need for in-person visits. This system minimizes human interaction, cuts down on corruption risks, and lowers the overall cost of land transactions in Zambia.
Why Legal Compliance Matters in Land Transactions
The Ministry has observed a rise in improper applications submitted by individuals who are neither legal practitioners nor directly involved in the land documents they seek to register. This trend has led to substandard submissions, increased fraud, and errors that delay service delivery.
According to Regulation 3 of the Lands and Deeds Registry Act (Chapter 185 of the Laws of Zambia), only individuals directly interested in a land document or qualified legal practitioners are authorized to submit it for registration. Compliance with this law is crucial for ensuring that land transactions are processed efficiently and accurately.
